A Comprehensive Transport System for a Modern City

The city council of Madrid, capital city and recent bidder for 2012 Olymics, cunningly deduced that if only a third of the population is currently IN the city, the rest being on beaches around the penninsula, then surely you only need one third of the metro lines running, innit?
